Tim Tuggey represents a variety of interests in private and public regulatory and legislative matters on water development and environmental regulation. He currently represents the San Antonio River Authority in both state and federal legislative matters. He also acts as general counsel to private water development enterprises.
Allen Beinke has represented many clients on a diverse array of water issues including lobbying efforts with the Texas Legislature, regulatory matters before the Texas Commission on Environmental Quality, the Texas Water Development Board, the U.S. Environmental Protection Agency, various groundwater conservation districts, and the Edwards Aquifer Authority. The efforts have included policy matters, rulemaking, permit matters and enforcement issues. These clients represent a wide variety of different industries, such as river authorities, utility and reclamation districts, hazardous waste management companies, animal feeding operations, manufacturing plants, energy generation companies, commercial developers, golf courses, retail businesses and private property owners. Mr. Beinke has also served on the Red River Compact Commission representing the State of Texas.
Blakely Fernandez served on the governmental affairs team that developed the authority for the Lake Texana Pipeline project which broke ground in 1997 and has been active in water issues ever since. She currently represents a river authority on local, state, and federal matters and is counsel to a large pipeline project in the early stages of its development.
